Elf: The Captain is going to be furious!

Thurl: The Captain is going to understand.

Thurl: It's a zero-sum sliding scale between "resources" and "requirements."

Thurl: The wreck and the budget are our resources. The blueprints and battle-readiness are our requirements. The scale is out of balance.

Thurl: We have to adjust something, and we're better off adjusting the blueprints.

Elf: The Captain is not going to understand "zero-sum sliding scale," Thurl.

Thurl: No, but he'll understand "We didn't have enough money."
